Position: Teacher Incentive Allotment Lead 
Reports to: Director, Educator Certification Program
Location: Edison Plaza, 350 Pine St., Ste. 500, Beaumont, Texas

Salary: Contingent upon experience and skills 
Pay Grade: 7 (range: 60k – 79k)
Length of Work Year: full time/ 231 days 

Education: Master’s Degree Required
Qualifications:
Exemplary communication, collaboration, and leadership skills
A minimum of 3 years of Central Office experience, including knowledge and experience with:
Human Capital and Talent Systems
Finance
Teacher Incentive Allotment 
Data collection and disaggregation 

Special Knowledge and Skills:
Campus or District implementation of Teacher Incentive Allotment
TIA Data Analyst: Support district in reviewing Local Designation System Data, such as teacher observation and student growth results.
TIA Assessment Specialist: Support districts in developing and implementing assessments to support student growth measures within TIA.
Ability to facilitate conversations with superintendents and district leadership teams
Confident communication (both verbally and in writing) with stakeholders that invests them in process and builds analysis and planning skills
Ability to give frequent feedback to stakeholders on quality of analysis and implementation planning
Strong presentation skills
Strong time-management skills and the ability to manage multiple tasks in a flexible manner
Remain abreast in current technology, as it applies to job efficiency

Duties and Responsibilities:
Hosting monthly district gatherings in their region addressing the unique needs of the region
Leading semi-monthly scheduled check-ins with TEA staff to review activities, progress towards goals, and address barriers
Attending all recommended TIA training from TEA and Specialized Hubs needed to build ESC capacity. This may include travel.
Maintain strong working relationships with District Leadership
Provide documentation of the use of grant funds through the submission of a semi-annual report from a template provided by TEA that includes grant-funded roles, salary, spend down, and anticipated spend down by quarter
Complete and submit all necessary benchmarks, tasks, and requirements
Participate fully for the duration of the grant
Collaborate and communicate with TEA in the time and manner requested by TEA
Leverage existing ESC capacity around talent or strategic leadership to support this work
Schedule and host an annual TIA Performance Review that will include a review of current status of TIA and Talent initiatives in the region, a relevant school visit, and a discussion of opportunities for improvement.
Identify opportunities to leverage existing ESC support for districts, including TIL, T-TESS, data systems, and assessment support
Increase capacity through the use of fees received for general TIA services
Connect districts with statewide services and monitor participation

At some point during your employment with Region 5 ESC, it may be necessary for you to work remotely.  You must plan and use appropriate instructional strategies, activities, and resources for distance or virtual learning that reflect understanding of the learning styles and needs of clients and students according to guidelines established by the Texas Education Agency, board policies, and administrative regulations.  This may require you to be available by phone, email, or video conferencing to confer with Service Center or district personnel.
